Eastern Kentucky Concentrated Employment Program (EKCEP)
Since their inception in the summer of 2019, the Strategic Initiative for Transformational Employment (SITE) and east Kentucky Addiction Recovery and Training (eKART) program have provided effective support and career and employment services to hundreds of Kentuckians who are in recovery from substance use issues and working to re-enter the workforce and start on a new career path.
While eKART and SITE differ in funding sources and service areas, their services and deliverables are similar, and both are administered by Eastern Kentucky Concentrated Employment Program (EKCEP), Inc., the workforce development organization for 23 counties in Appalachian Kentucky. eKART supports specialists and success coaches within the EKCEP workforce region, while SITE staff cover the remaining eight regions of Kentucky.
The eKART initiative is funded in part by a grant from the Appalachian Regional Commission’s Partnership for Opportunity and Workforce and Economic Revitalization (POWER) Initiative. The Kentucky Opioid Response Effort (KORE) provides other support for eKART through matching funds; additional support comes through EKCEP’s formula funding from the U.S. Department of Labor under the federal Workforce Innovation and Opportunity Act.
In connection with the matching funds EKCEP received for eKART, the program has received contracts and further funding to oversee the SITE program statewide; most of this is included in a Substance Abuse and Mental Health Services Administration (SAMHSA) Grant 1H79TI081704.
As of February 2020, the programs’ staffs had served nearly 750 individuals in recovery, recruited dozens of transformational employers, and formed partnerships with a number of referring agencies in a first-of-its-kind network designed solely to increase the likelihood of success for Kentuckians struggling with drug abuse. Their efforts are having concrete results.
Department of Corrections
The Division of Reentry Services vision is to help all we serve
to achieve a successful reintegration into society beginning with the first day
of incarceration or supervision. The Division’s mission statement addresses
three key areas. We focus on forming community partnerships. By formalizing
partnerships across Kentucky, we are gaining resources to assist the
justice-involved population with barriers. This is also beneficial in educating
society about barriers that exist.
The next area of focus for the Division is empowering our
population. Reentry Services strives to empower the individuals we serve by
connecting them to the resources obtained within their communities. As a
Division, we support our population and their families, through assistance,
guidance and education. As a Department, we provide evidence based and
promising practices programming to empower to justice-involved population with
prosocial thinking, coping and life skills.
Providing successful reintegration is the overall goal of the
Division. Our Division works with the justice-involved population to enhance
communities by aiding in the transition of the individuals becoming pro-social
members of society.
